Jim Haley is Of Counsel to the firm and has had a distinguished legal career. Jim graduated with his bachelor’s degree in 1975 from The University of Texas School of Law and received his Doctor of Jurisprudence in 1979.

From 1980 to 1985, Jim worked at the Texas Department of Water Resources where he was involved in permitting water rights involving adjudication cases before state agencies, negotiating orders regarding industrial solid waste and water quality permit violations, and representing agency staff in water and sewer rate case.

Shortly after from 1985 to 1991, Jim started off as the Assistant Director of the Texas Water Commission’s Legal Division. There he served on a management team that developed state agency procedures for violators of the Texas Water Code and the Texas Health and Safety Codes and litigated permitting and enforcement cases. Jim was soon promoted to Director where he was supervised legal work for all substantive jurisdictional work of the Commission.

Jim also worked at the Texas Natural Resource Conservation Commission (now the Texas Commission on Environmental Quality), where he played many roles, one of them being the Senior Director for Water and Waste Policy. Jim also has nearly twelve years’ experience in the insurance field, working for the Texas Department of Insurance, as defense counsel, and providing procurement and contracting to the Texas Department of Transportation.

Jim is an affiliate of the State Bar of Texas, Austin Bar Association and the State of Texas Qualified Mediator. Jim volunteers as a Football and Basketball Coach at the Theresa Catholic Middle School and resides in Austin with his wife and two sons.
